confirm for me: that the belt alignment mark on there? is the timing off?

It all depends. Where are the other alignment marks? Is the engine running? The mark on the belt means nothing.

can't get to center or left alignment marks without removing A/C, alternator, power steering pump, centre pulley and then finally the timing belt's plastic cover

Belts have timing marks? Cool. I don't think it should matter unless the timing marks on your gears don't line up.
Don't take my word for anything though, I have only worked on old V8s.

The only time those marks matter is if all of them are lined up at once, it will only line up every so many rotations. Don't worry about it unless the car is having issues.

Where are the timing marks? Get the motor to TDC on those marks and if all is well the marks will either line up or be 180 degrees off.

The indents on the cam pulleys should line with the belt. The belt should have 5 marks, if I remember correctly. Each cam mark and the crank mark should all line with the coinciding mark on the belt, if you got a good belt. Give in, and take the plastic covers off. Look at the idler pulleys. The car my wife got was missing all the ball bearings on the toothed idler—it was simply rubbing on the steel core.

You can't go by the marks on the belt. They'll only line up once and awhile on the pulley's marks.

Don't pay attention to the mark on the belt. The only marks that matter are on the gears and the front cover.

That's a SOHC engine correct? If so, that far off on cam timing would mean the car wouldn't run by a long shot, and if it's an interference engine it could cause valve damage. A good rule of thumb: One/maybe 2 teeth off = running funny, two or more teeth off = car won't run.

It takes a lot for a car to skip teeth on a timing belt, either something getting inside the cover and physically getting run through the pulley, a missing tooth on the belt, or very high output.
I'd start your search elsewhere. If you haven't posted up the root issue yet, I'm sure there's plenty of people on here, especially with subie knowledge, that could help you out.

I posted a video, but yeah, its looking like its not timing, just starting there because as an interference engine ignoring it and continually attempting to start the car would only make things worse
